Rachel Bynum has been named the next principal at Lincoln Elementary School in Janesville.

JANESVILLE — Rachel Bynum has been named the next principal at Lincoln Elementary School in Janesville, the Board of Education for the School District of Janesville announced.

Bynum replaces current Lincoln principal, Dr. Shawn Galvin, who is departing to take the superintendent position at the Parkview School District. She will begin on July 1.

Bynum currently is the assistant principal at Boggy Creek Elementary School with the School District of Osceola County in Kissimmee, Florida.

She earned her Bachelor of Science Degree in Education in 2005 from the University of Wisconsin – Oshkosh before beginning her career in Florida as an educator.

“Ms. Bynum has a strong record of educational leadership focused on instruction and academics, and she is compassionate with students, parents, and staff,” Mr. Mark Holzman, Superintendent for the School District of Janesville said in a news release. “Her organizational and communication skills will serve her well in this role. She has a great track record of building successful relationships with students and families within the community she serves. We are excited to have her join the School District of Janesville.”

Bynum began her career in education in 2006 as a third-grade teacher with Partin Settlement Elementary School in Kissimmee.

She then served as a literacy coach from 2013-’17 and started her career as an assistant principal in 2017 at Narcoossee Elementary with the School District of Osceola County. She was appointed assistant principal at Boggy Creek Elementary in 2024.

After earning her Bachelor’s Degree, Bynum earned a Master’s of Public Administration Degree in Educational Leadership in 2013 from the University of Central Florida.

Bynum also completed the School Principal Certification program and Educational Leadership program through the State of Florida Department of Education in 2022.

There were 25 applicants for the principal position at Lincoln. Twelve applicants were interviewed by a team of three SDJ District Administrators who narrowed the pool to five. A second team of District leaders interviewed this group, recommending three for final consideration. A team of six educators and leaders from Lincoln Elementary interviewed the final three, with the final recommendation being Bynum.

Bynum will work 260 days per contract year, and the recommended salary will be $115,000 for the 2025-26 school year.
