JANESVILLE — The Janesville City Council Monday unanimously passed an ordinance to beef up enforcement of its anti-cruising ordinance to include Milton Avenue and the northeast business district.

The move comes as work continues on the new Woodman’s Sports and Convention Center complex on Milton Avenue.

According to a staff memo. modifications to the existing anti-cruising ordinance are necessary to assist the Police Department with enforcing circuit related cruising and associated anti-social behaviors on the
Milton Avenue corridor and Northeast Business District,

That includes increased calls for police service during Friday and Saturday nights include traffic complaints, noise complaints, disorderly conduct, battery, loitering, and trespassing, according to the memo.

According to the ordinance, cruising means driving a motor vehicle past a traffic control point in the designated area more than twice in any two-hour period between the hours of 9 p.m. and 5 a.m. Passing a designated control point a third time under those conditions shall constitute unnecessary repetitive driving and cruising.

Citations range anywhere from $50 to $500.

The circuit transitioned from its historical downtown Janesville location to the Milton Avenue
corridor in the 1990s.
